Construction walls around Toon Lagoon’s carnival-games area are redirecting the usual path between Toon Lagoon and Marvel Super Hero Island at Islands of Adventure. WDW News Today reports guests can use a temporary route through the Toon Lagoon Amphitheater courtyard; its report includes photos of the route.
Toon Lagoon remains open, according to WDWNT. Universal has not explained the work or said how long the route will be affected. Inside the Magic’s follow-up also describes the barriers and says the project scope remains unclear.
Where the Islands of Adventure detour runs

Are Toon Lagoon and Marvel Super Hero Island closing?
Universal’s official Islands of Adventure page still lists both lands and their attractions. Neither report identifies a ride closure, and no land closure, demolition, or re-theme has been announced in connection with this work. Walls alone do not establish a larger redevelopment plan; for now, the confirmed visitor change is the walkway detour.
